Here in America they are trying to outlaw selling burgers and giving away free toys.
And the hysteria that they would be giving the DVDs to kids? Late at night? Outside a bar? While selling beer?
Maybe parents need to keep better tabs on their kids rather than letting them go hitting the town.

He would have been given a reason for being arrested, something like distributing indecent material or something along those lines. When they got to the cop shop, they might have discovered that due to some technicality or some other reason, the charge does not fit the crime. That is apart from the fact that he is selling food without a license in breach of health and safety regulations (food vendors have to be suitably qualified and assessed before selling food to members of the public)....
