I’ll address the insurance, since it’s simple, and anyone with a 5th grade education should be able to easily understand it.

Many municipalities have looked at mandatory insurance. However, insurance rates are based on actuary tables, and while you’re not going to want to hear this, but on an actuary table, bicycles do so little damage that it would cost more to mail and process and the bill than the insurance company could charge for the insurance.

Have you bought a license plate, paid road use taxes, obtained a license, and bought insurance for your bicycle? Yes or no?
