Can you get the bicyclists to pony up for it? And what would become of their scenic trip? The article already mentions an alternate route that they reject.
At least this isn't Saudi Arabia where there are even more stringent laws imposed on motorists:
my part of NY state has put in many walking/bike trails. very scenic and pleasant for the whole community. federal tax dollars were used I am sure. works for me whether I am walking or biking, which I do both. often they are built on abandoned railroad tracks. very good use of neglected space. I suppose you could even say it’s green, but it’s just pleasant to me.
