Isn't it already illegal to attempt to hire someone to commit murder? Don't they have Conspiracy Statutes in California?

the legislation will specify that spouses who solicit the murder of their husband or wife are not entitled to collect financial rewards in divorce proceedings. Sounds reasonable.

Just goes to show that the old adage, "If you want a murder done right, you had best do it yourself." Is true. Which is why I, for one never waste my money on hitmen.

I’ve heard of quite a few cased of an angry spouse trying to hire a hitman. I even read that the ex of Jon Cryer (the wimpy brother on “2 1/2 Men”) tried to have him killed. This case involves a cop’s ex-wife. Apparently the cops only got concerned about passing a new law when a cop was the target.
