It doesn't sound like she is the good guy, but I am still not dismissing the possibility that the city requires way too many spots. That would make this a red on red or enemy fratricidal fire incident.

Oh now it all adds up, if she couldn't have the handicap spot, then how would she beat a hasty retreat from the store after she robbed it, how cruel and heartless can the municipality be!!!
