The USA is not China.
We are individualists rather than collectivists and this especially applies to personal transportation.
Yes, that's why we drive on government owned roads, pay taxes to the government to pay for said roads, and beg every 1 to 4 years the precious privilege of a license to drive on said roads from said government and a registration to permit use by said government of our personally owned vehicle. Then we submit meekly to the directions of the officers of said government about how we may use these roads and suffer financial penalities when we get to indidivualistic about our own opinion of safe condut on the roads concerning speed, passing, and other driving manuevers.
That sounds very non-collectivist to me. (/sarcasm)
Good thing we don't use those evil collectivist trains that permit free passage without distraint by anyone with no conditions other than payment of the fare.
The restoration of passenger rail travel would not force anyone to abandon automobiles, motorcycles, air, boats, bicycles or buses. It could, however, offer more choices for long distance travel, for the elderly, the disabled, parents with small children and people who have a fear of flying and driving, or cannot own automobiles.

Before automobiles, rail moved this nation and is still responsible for distribution of all our commodities.
Don’t be so dismissive - no-one is going to confiscate your GM manufactured automobile - oooooooooooops sorry;(
