Please correct me if I am wrong or missing something.
Wouldn’t requiring Pit Bull owners carry ($100k or so)liability insurance go a long way to solving the problem.
Anyone with a Pit Bull or looking to acquire one when faced with having to spend $800 -$1500 a year on insurance would suddenly find the breed a lot less attractive.
There of course would need to be a strong enforcement component because the kind of person who wants a Pit Bull is far more likely to be irresponsible.

Make it $500K. In a severe attack, it's not uncommon for the victim to lose actual body/muscle mass, . The result being permanent nerve damage, weakness and hideous scarring for life.A good million dollar home owners policy might cover an attack, but most PB owners probably don't own a home, and most home owners have better judgment than to own a Pit Bull.
