In this case, it's probably related to Taqiyya (lying for Allah) ... in that Muslims are gradually infiltrating all levels of society and making their presence know to lull the public to sleep and not have them "get alarmed" over this "Muslim infiltration" until it's too late and when they make up a big enough segment of the population to take control of this country.
This is nothing more than "putting America to sleep" ... like it was before 9/11 ...
