they don’t but there is a pattern to the way SSN are issued
The prefix of your number indicates the state where it was granted. I believe there is probably an indicator of the year also. In the days when you didn't get a SS number until you got your first job, the state would be where you were living at the time. Now, babies get SS numbers when they are born, so it indicates the place of birth. If you have ever handled employee records you learn to recognize this.

They don’t per se. It is just that the first two digits will tell you in what state the person was when the SSN was issued. There are places on the internet where you can enter a SSN and get an estimate of in what state and what year it was issued. I’m sorry I don’t have a ready link for you.
When I used to dabble in being a private investigator, I used this often.
And broken further into regions within states, like postal codes.
