Gasoline pumps don't work without electricity. As James Burke put it, you'd better have a plow lying around.
Or a lot of full gasoline cans laying around....
I think hand pumps exist. if not, they will be invented.
Wouldn't be all that hard to manually pump the gas out of the underground tanks. Assuming you have a working vehicle in which to put the gas.
Older tractors don’t have fuel pumps (or computer chips).
