You've been sucked in by the article's hyperbole. I guess that's what it's supposed to do.

Crops take a while to grow. Hit us in the Fall after most crops are harvested and we’d be in big trouble.
The tractor won’t do you much good with 5F temps and snow on the ground. And in places where it will do you good, people will be moving into your area to escape the cold, chewing up resources and bringing more thugs along with them.
90% might be high, but it would be pretty bad if the EMP were widespread.
1. Adapt? Cities have a 3 day supply of food. Max. Not a lot of time to adapt when no one will know what happened. Is this a local power outage? Did the grid go down? It will be days before people even know we’ve been attacked.
2. It takes 3 EMP weapons detonated at altitude to blanket the US. It doesn’t take any precision, it doesn’t take a lot.
One over the East coast, one over the Midwest and one over the West will do it.
The only way to deal with this is to not let it happen.
