Wow. In looking at the video of the submersible trying to close the valve, it looks the current is REALLY strong, the way the particulates fly by.
No way are there "currents" in the Gulf that strong. What you are more likely seeing is the effects of the "prop wash" from the positioning propellor/thrusters of the ROV.
