According to comment #16 on this unrelated Hillbuzz.com article:

"McCain requested that Obama send 3000 National Guard to the AZ border. I though this sounded strange – isn’t it the AZ Gov that deploys National Guard? Then I found this – Executive Order 13528, signed Jan 11 2010: ...So now the AZ Gov cannot deploy the AZ NG without approval from the President and his Council of Governors?"

I looked a bit further and found a blogger, Chris Marten, whom I know nothing about, also commenting on this EO: "...read this one closely but when it dawns on you that the 10 Governors to be appointed by the President will perhaps soon correspond to the 10 FEMA REGIONS and effectively will be under the Secretary of Defense and hence the President in a system of Regional Military Governors over all States, not just the States they might be from, you might just experience a chill up your spine. Note that then all States in essence have been taken over at least on paper by the President and will be administered Militarily.... Americans had better understand...will be used to destroy the Constitution and Bill of Rights and to render each American effectively into nothing more than a member of a work gang subject to control of the Regional Military Governor who is under the Secdef who is under the President. Posse Comitatus then is dead, Habeas Corpus is dead, Bill of Rights is dead, and only the whims and subjective decisions of the Regional Military Governor, as directed by the President via the Secretary of Defense and executed by Northcom troopers... will be the Iron Fist Rule of the Land."

Chris Martensen says that the Bush 'regime' (which I take to mean he is probably not a republican!)had also eroded the rights of states on this matter before Obama's sweeping executive order came along. I am just playing catchup and didn't see this EO listed in the search results of Freerepublic. Anyone have a link or two to share that they found informative on this subject? Thanks. Note I had to cut out relevant text to make Chris M's text fit the body of thread limit.

First, the author gets this all wrong. There is no means of getting to a regional governor in this. There is one council, consisting of 10 governors, no more than 5 from any one political party.

The object here is to coordinate National Guard deployment with the military and with Homeland Security. We are using the Guard more than ever before and they get pulled in different directions.

While there is little or nothing to trust in President Obama, I see nothing overtly dangerous here.

Right now, there are bigger fish to fry than creating conspiracies where none exist.

Agree, at best this is one of those “unintended consequences” that liberals don't consider before acting stupidly.

This is nothing new. Dwight D. Eisenhower (Republican) nationalized the Arkansas National Guard in Little Rock 43 years ago.
