The only definitive, absolute solution is to drive the irresponsible owners into the poorhouse with fines [or jail] for allowing their dogs to indulge in misbehavior/running loose/aggressive actions.

When they have to choose between jail/poverty or restraining their dogs, the breeds won’t be nearly as attractive.

Great video, it pretty much says it all. The laws need to be stronger, people need to be educated before they go out and get a dog. They don't train the dog and it ends up on a chain in a yard...no life, no love.
People who says stuff like Chet99 just have no clue, they read stuff in the paper and form opinions without any knowledge of the truth. People get puppies and don't know the breed and if it fits into their lifestyle or how to socialize the dog or train it, feed and care for it and when the dog acts badly they blame the dog!!!!! DUH these people probably shouldn't have kids either.....that takes work also.
