While it might be a black cultural thing, some of the lame-brained Hispanics and Eastern European kids here in Chicago seem to have also adopted these rims. Probably doesn’t do too much good for the undercarriage unless a car’s undercarriage is designed to handle the narrow profile tires and larger rims.

Ok, I have googled Vogue rims, and I don’t get what is so special about them.

In Japan I recall a lot of people using narrow(er) tires on wide wheels - so that the wheels were actually extended beyond the rubber. They call it “Hard Parker” style. It’s hard to Park.
