It says it is. The URL appears legit. It says

Welcome to the Kenyan Parliament

This is the official website of the Kenyan Parliament.

It links (under Hansard on the banner/toolbar (Select to:

http://www.parliament.go.ke/parliament/index.php?option=com_content&view=article&id=91&Itemid=84

Which in turn links to ... Well it did have a pdf file for 25.03.10.. The link where I downloaded from was (Still had it in my download window, so I could get the URL from there :

http://www.parliament.go.ke/parliament/index.php?option=com_docman&task=doc_download&gid=24&Itemid=

Which looks very much like the one for 24.03.10P, which is still there.

I was, of course, referring to the “Post and E-mail,” which is the source for the post. I would not accept anything said in that rag as accurate or truthful.
