I think she rings her statements around with qualifications—that make her sound weak or hesitant.
Like:
“...dependent on foreign oil from people who perhaps don’t have America’s best interests at heart.”
Instead of:
“...we are buying oil from nations that sponsor terrorism.”

Good point. I think I remember hearing that and cringing at the time. There are just too many extraneous words. She does a brilliant job when she delivers a prepared text (e.g. the Republican Convention). I think she has a brain, and she works hard at her homework, but her speech pattern obscures her knowledge and reasoning ability. But hey, even Moses had Aaron.
