I guess what bothers me about this is where do they get the heads? Do they cut them off of family pets the vets put to sleep? Is there some company that picks the dogs up after the Human Society or PETA kills them and lops the heads off. In which case there seems to be an incentive to kill animals.

I rather suspect the heads come from the city animal shelters after unwanted animals are killed.
