No, more heat means more water is evaporated and causes more moisture in the air. More moisture means more water to make the ice. Duh.

They atually tried to sell something similar to this after the snowstorms in VA,MD,DC so don't laugh too hard.

You know, I could actually buy that... More heat = more energy + more evaporation = more storms with more moisture. Ergo, bigger snows, more hurricanes, etc etc etc

Makes sense, except that the same people try to sell "Drought" and "less snow" and "less hurricanes" exactly the same way.

I ain't Winston Smith...can't believe two diametrical opposites at the same time.
