By “living organisms” they mean microbes. I am a strong proponent of space exploration, but I think it is a tremendous waste to spend billions of dollars trying to find microbes on Mars. Who cares?

Use the money to search for natural resources.

I assume you mean natural resources on Mars - but like on Earth, searching is becoming rarer and rarer - while harvesting is not permitted - just someting for distant generation to use and certainly not in the US. So the searching may happen, but the harvesting and use will be by China, Russia, India, Japan, and the EU.

We have homeless to subsidize... :)
