Just checked - over the counter is 3% hydrogen peroxide. I would think that hairdressers would have the ability to buy much higher concentrations.
The stuff in the brown bottle is 3%.
You can buy 25-30% for certain purposes, in very limited quantities.

Drugstore, grocery store H2O2 is 3 percent. Hairdressers normally would use 6 percent. Something like 28 percent is sold for swimming pools. 35 percent food grade is available. Rocket fuel H2O2 is 90 percent.
Hydrogen peroxide is a strong oxidizer - it does not burn, but it supports combustion. It release oxygen, which is what supports combustion.
Something about this does not ring true. I have routinely handled 35 and 50 percent H2O2 without problems. I am careful with it, but not overly cautious. I have transported this in my car. Yes, I do know what I am doing, I am a chemist, an chemical engineer and a researcher,
