Lawsuit fail.

I wonder.If a Federal judge rules that a government entity "violated the rights" of a particular individual might that pave the way for the "injured" party to sue for monetary damages?

Without question. It happens every day in America. Sovereign immunity is not absolute. You may read up on it by researching 28 USC, Chapter 171 (could be 170)
