Clearly a ploy to try to get an inside track to government largess. Inviting government trained crew to work on their projects brings the same doctrines that makes government programs overly expensive. It would seem Bigalow wants to adopts the zero tolerance to risk that dooms all publicly funded agencies to massive overruns.
Bigalow is revealed as a sham.
