After the car decelerated to about 50 mph, Sikes turned off the engine and coasted to a halt.Why didn't he do this in the first place?

Why didn't he do this in the first place?
My understanding is the car programming prevents shifting into neutral or shutting off the ignition at certain speeds. According to another engineer I have spoken with this is a very real problem.
