The President still has to sign repeal legislation. It's that simple. The Congress cannot pass any legislation on its own. That's a fact.

The Marxist would never sign a repeal or let it go into law without his signature. He'd Veto it. They need a two thirds vote to overturn a Veto.

Of course I am expecting to have a President in 2013 that will do so. Taxes start paying as soon as it passes... we can kill it before the first person uses it.
