I didn't say it was "the system doing the regulating." That is a mischaracterization of what I said. What I was saying is that people using our system of jurisprudence regulates the behavior of people who do harm to others. As our system was designed to do.

I am not familiar with CA prop 65 so I can't comment on how that effects litigation.
