“On March 1st he testified before Parliament and there he argued that it was standard scientific practice to not share data.”

That’s as may be, but when you’re about to base global public policy on “partial data,” then I have a problem with “not shar[ing] data.”

That’s like sharing a fabled family recipe and leaving out the key ingredient. You wind up with a flop and hard feelings.

Yeah, just as it’s also standard practice to not split infinitives.
