What the hell? I have heard none of this. Is Cryer dead or something? I don’t get it.

In California, contractors are allowed to do things from related trades, if needed on a job. For example, an electrical contractor, could do drywall, if needed, even though it’s not part off a C-10. I wonder if that applies here?
