I think with all the ‘birther’ stuff going on, people read into it what they expected to see even though it has no impact on personal records.

I think that's exactly right. When, in actuality, all this goes back to some laws that were enacted subsequent to the Watergate debacle. Prior to the enactment of those laws, there really wasn't anything governing the destruction or archiving of the Presidential work product. Essentially, the outgoing President threw out what he wanted. Those laws changed all that.

But, Reagan wanted to protect Executive Privilege for himself, past Presidents and future Presidents. So, his legal counsel came up with these guidelines; which is essentially still mandating the archiving of these records, but is limiting their release from the archive when the Executive exercises privilege.
