I had one in my box in CA and I asked my mail carrier, a good friend, why it was there. He said so the management can keep track of the efficiency of the carriers.

I live in Southern CA & we had a bar code on our box for years. The mail man scans it every day - he said so management know the time he arrived at our location.

Makes sense.......I don't think they have bar code readers at my post office which would explain why the carrier will sit in his truck across the street for about 20 minutes before he continues on and finishes with my street......
