He just attempting to prove that the USAF is still viable as a separate branch of the military. The USAF has been on the chopping block for some time now.

The rest is just BS - witness the proposal to transfer military comm, GPS etc to blimps, since the antisat threats arose and the USAF has no budget to defend current space assets. With the loss of the shuttle and the Ares/Constellation, it does not even have the option of Vandenburg launches.
