You don't have a clue where the word "non-binding" is in that SR511, do you???

Maybe you could find it in a dictionary -- under the definition of the word: "resolved".

It doesn't need to be there. That's not what makes it a non-binding resolution. You would know that if you had clue about what you were talking about.
