West Hollywood bans retail sales of dogs and cats

The West Hollywood City Council has put an end to sales of dogs and cats in pet stores.

In an ordinance that passed unanimously Tuesday night, sales of animals in stores are now prohibited in the city.

The ordinance, unanimously approved at its first reading a few weeks ago, is just the latest piece of animal-welfare legislation the city has taken up. In 2003, West Hollywood became the first city in the country to outlaw the declawing of cats.

The new law, called the Ordinance Prohibiting the Sale of Dogs and Cats in Companion Animal Stores, is aimed at curtailing puppy mills and easing the conditions endured by animals in the puppy-mill industry, which relies heavily on sales through pet stores, officials said in a statement.

Based on what evidence? Another clear case of government intrusion and regulation that benefits “so called” animal rights groups and will end up ensuring the euthanasia of millions of animals.

This is just another liberal incremental assault on peoples rights.

I agree. I live here in Weho, and they have regular animal adoption fairs. I’ve been to one, and the number of critters needing homes will break your heart if you have one. I hate breeders. And all my cats I either found on the side of the road, or on craigslist.

Good! Those poor puppies in pet stores are so pitiful. Barely room to turn around. No excersise and their poor little paws kept slipping through the wire floor of the cage. They bite at the sides of the cages and cry so pitiful. I would buy them all if I could.

There are more and more pet *supply* stores like Petsmart and Petco that do not see dogs and cats (altho they do sell fish, birds and reptiles). I think this is simply the first step in disallowing sales of dogs and cats, aimed at all breeders. Here in Palm Beach County, you must have a yearly license in order to breed a dog (even if you don’t breed a litter every year). You must also let them inspect your home. These laws have popped up all over the country. HSUS and PETA are trying to get people to think of pets as humans (calling owners *guardians* for instance). Of course their ultimate goal is no pets, but they are smart enough to know they can’t start out with that. They are contented with baby steps.

No, pet stores have a clear record of getting puppies from puppy mills and sending them on. Yes, the puppy mills should be shut down as well, but several states seem content to let them continue...with dogs living in stacked cages their entire lives as breeding stock.

It isn’t ‘animal rights activism’ to want dogs to be treated humanely. I LOATHE the HSUS & activists groups, but don’t understand breeding dogs in cages so an idiot can pick out the puppy on a whim in a pet store.

Ever walk thru your city pound? A lot of dogs waiting to die...

I have no objection to good breeders - breeds exist because of them. Border Collies, my own favorite, require knowledgeable breeders with the facilities to work the dogs. Without that, there would be no herding dogs...it only takes a few generations to lose what took 100 years to create.

My one purebred came from a ‘breeder’ that has one litter a year, tops. Her dogs work sheep. A full sister was disqualified in the last Nationals - her first in the Open category. One grandmother won two national titles - and he cost less, including transportation, than a Border Collie in a pet store!

My other two dogs are pound dogs - one an Australian Shepherd, the other a GSD/Lab mutt. Both excellent dogs. The mutt was on his last day when we got him.

I loathe the HSUS, but I have no use for puppy mills & puppy stores.

Good breeders, OTOH, are a blessing to dogs and mankind!

The problem will become defining good breeders. Sure you and I *know* but take a look. Right here on this thread, on a CONSERVATIVE website, someone posted that they hate breeders. Believe me, the day is fast approaching where it will be almost impossible for the small hobby breeder to breed dogs.
Define a puppy mill.

It really does. I have been watching this since the late 1980s. Would would have ever imagined that so many areas would have mandatory spay/neuter, for instance? And the general public is usually clueless what the laws in their area are.

Hmmm...do dogs live in stacked cages? Does the breeder know their names? Are the puppies sold to individuals, or companies?

This is a classic case of needing some regulation, but not too much - a judgment call. HSUS wants to get rid of pet ownership. Period. They have come out before against retrievers, for example, because the dogs dive into cold water! They oppose Border Collies because the collies work in snow and rain. HSUS is insane.

But raising 800-1000 puppies/year to sell to puppy stores while city pounds are hard pressed to give dogs away doesn’t strike me as a reasonable way to care for animals, either.

Some interesting perspectives from the Border Collie side...I’m not a huge fan of the ABCA boards, but some discussions are enlightening, sometimes in both directions.

Mountain States legal, Pacific Legal, etc.

I hope the store owner is not left on his/her own to argue against this egregiously wrong ‘law’ against pet stores. Where are the usual suspects who clamor for the Interstate Commerce Clause position when the commerce is not one they particularly approve of?
