So then the private citizens are to shoot these armed criminals when they encounter them?

Same as private citizens are the ones who are maimed by run away drivers in car chases (police can't wreck the stolen vehicle as they would be "accountable", let the crook wreck it into someone ELSE'S car).

Disband the police force if it is only going to serve to observe and write tickets.
