Toy horse head has officials in lather

WEST DEPTFORD, N.J., It perhaps didn't have the shock factor from "The Godfather," but the delivery of a fake horse head to New Jersey's Senate president drew a lot of attention.

Robert Godman, 61, of Wenonah, N.J., was charged with fourth-degree harassment after delivering the fake horse head to the Gloucester County office of Senate President Steve Sweeney in West Deptford, The (Newark) Star-Ledger reported.

Investigators said the incident was taken seriously when the toy head was delivered Jan. 15, the newspaper said Monday. "We don't really know what his motivation was here. The intent's not clear," State Police Sgt. Stephen Jones said.

Sweeney aide Michelle Coryell said the incident occurred as Sweeney was serving as acting governor for Jon Corzine, who was in Europe during his last week in office.

"A man came in and gave the package to a male staffer," Coryell said. "He said, 'I have a package for Senator Sweeney to give to Gov. Christie.'" Chris Christie was sworn in as governor Jan. 19.

Inside the box was a toy horse's head, an apparent reference to the famous scene in the 1972 mob movie "The Godfather."

"He never saw the senator," Coryell said. "The senator doesn't know him. There was no note. We didn't feel it was very funny. It was shocking. It shut down our office."

We’ll have better government and far fewer arrogant thugs in office if politicians are JUST a wee bit “concerned” about the penalties involved in screwing their constituents.

Fake horse heads, dressed in doctor’s outfits with fake stethoscopes, would be pretty cool.

And lighter than bricks.

Translation: We LEO don't know what he was doing, so when in doubt, charge him with a crime and let him prove himself innocent after spending thousands of dollars.

Except as provided in subsection e., a person commits a petty disorderly persons offense if, with purpose to harass another, he:

a. Makes, or causes to be made, a communication or communications anonymously or at extremely inconvenient hours, or in offensively coarse language, or any other manner likely to cause annoyance or alarm;

b. Subjects another to striking, kicking, shoving, or other offensive touching, or threatens to do so; or

c. Engages in any other course of alarming conduct or of repeatedly committed acts with purpose to alarm or seriously annoy such other person.

A communication under subsection a. may be deemed to have been made either at the place where it originated or at the place where it was received.

d. (Deleted by amendment, P.L.2001, c. 443).

e. A person commits a crime of the fourth degree if, in committing an offense under this section, he was serving a term of imprisonment or was on parole or probation as the result of a conviction of any indictable offense under the laws of this State, any other state or the United States.

IMHO, in this case his action trumps this catch-all NJ law by the US Constitution for protected political speech....

Unless the “perp’ states that he intended to threaten and his actions were not intended as a political statement.

Gail Soro, former town board member in Waywayanda New York, had a horse head tossed into her pool.
Comments she made prior to finding it seemed to idicate that she did it herself/had someone else do it for her.
