Well, if you believe the schools’ mission is to achieve “self expression” among its students, then your point is spot on. Please consider the alternative mission of teaching students to achieve “self mastery” and your point is 180 degrees off.

I deny that either of these is a reasonable goal for government schools. The goal, if there must be one at all, should be imparting academic knowledge & skills, like arithmetic. I do not see where hair length has any bearing on that. Self-mastery should be taught by parents.
