When you are attempting to foul a prop line...you are doing so in an effort to disable the vessel...so it cannot move. Having no steering in the open ocean is a death sentence as your ship will capsize in heavy seas.
On more than one occasion they have attempted to prop foul the ships in heavy weather. If they were to succeed...the ship would have likely floundered killing all on board.

ICORRECTO! The Japanese have several vessels operating together. They would just transfer to one of the other ships and tow the disabled ship home. No death sentence, Sorry. Hyperbole.
