Look, it is simple. Manage the resources. Overfishing/underfishing/overregulation/underregulation whether it is forrest land, tuna stocks, crab, ranching, etc. causes problems.
Perhaps you want unregulated fishing of American waters by third world countries. Perhaps you don't care if whale populations crash. Perhaps you don't care about tuna or fresh water fish either. If so, well, what can I say?
