This, word-for-word, report was filed by ABC’s (WJLA.com, Channel 7 News):

“”Lt.” Quarles Harris was a petty street punk con-artist. His name was “Leiutenant” (note spelling), he was not a lieutenant in anything. He was arrested in the possession of many phony credit cards that he had acquired via an identity theft scheme which involved stealing personal information from passport applications.”

The guy was a thief, not an operative.

you won’t find “LTII” in the Wayback Machine

i guess the press mixed up LT as lieutenant but it was his regular name i mean who would want to walk around being called “Quarles” unless that name was really “Charles” with a Q?,huh?
