FR Technical Support Needed - Help Please

I am in need of technical support.
I am registered on my State Board, Florida, and have always received forum messages at the top of my Latest Articles page.
Without having made any changes, I am no longer receiving Local/Florida messages anywhere.
Is anyone else having this same problem or can someone assist me in figuring out why I'm not longer receiving these messages?

Go into your account settings, preferences (manage blocks).
Near the bottom look for bookmarks, make sure they are not disabled and set them where you want them to appear on your latest articles page...

When you make a post, look under the box where you enter it. There is a line for tagline - put in whatever tagline you want.
You can change it when you make a new post or just keep it there.

Empty the temporary files for your web browser.
In firefox its under tools/clear recent history
Don’t know where it is in IE as I don’t use it and have uninstalled it.
With dynamic content like forums and such the temporary files sometimes get stuck.
You could also go to the page then hold down the shift key while clicking the refresh button and see if that works - that forces an update.
Probably your cache though.
