My guess, not knowing much about the law, is that she’s trying to get residency OUTSIDE of the US and away from Florida law. I would think she wants to go home and moving with Tiger, just long enough to establish residency, might do the trick. Otherwise, she will be stuck in Florida with the kids if he insists.
The man is a psychopath. I hope she’s about to give him a taste of his own medicine by manipulating things in HER favor for a change.
