The PGA started mandatory drug testing a week after Tiger went into have his knee worked on and he may have “dried out” for 8 months during recovery.
The PGA has two sets of rules - Tiger’s rules and the other “peons” on the PGA tour.

When you see a story like this explode, a lot of the stuff was already known. Limbaugh read an editorial, and supposedly inside the PGA and with golf reporters, a lot of the stuff about women and steroids was common knowledge, but everyone kept quiet because Tiger was a cash cow.
My guess is that a lot of people REALLY disliked him, but wouldn't take on his PR machine or the rest of the media. When it broke, everyone was waiting to pile on.

I am willing to bet the other PEONS didn't mind one bit that Tiger was protected
Just look at the prize $$$$ once he hit the tour
The PEONS were also the beneficiary of all those purse increases
And I bet even now they are POed that he got caught
$$$$$ is the big motivator in life
