Well, this is the pH of pure water, not the natural pH of the human body. The natural pH of the human body is tightly regulated between 7.35 and 7.45, so it’s slightly alkaline to begin with.
If you want to get your blood plasma pH closer to 7.0, you need to make it much more acidic. The most common ways of this happening are pulmonary problems, head injuries, drugs (especially anaesthetics and sedatives), and brain tumors. This is known as acidosis. I don’t recommend it, since a pH of about 6.8 will cause irreversible cell death.
You can also make your blood plasma more alkaline (higher than 7.45). The most common ways of this happening are dehydration and vomiting. Ingesting massive amounts of baking soda would help, but it would have to be quite a lot. This is known as alkalosis. I don’t recommend it, since a pH of about 7.8 will cause irreversible cell death.

I have no idea what lemon juice does inside the human body, but lemon juice is strongly acidic, not strongly alkaline. Lemon juice has a pH of about 2.3. You can test this yourself with your pH strips. However, think about how much lemon juice you would need to drink to die from acidity! It’s a lot, isn’t it? That’s because ingesting something that’s strongly basic or strongly acidic doesn’t actually change the pH of your body much. The people who tell you that ingesting a bit of baking soda will change the pH of anything but your stomach are shills.
