I'm no political scientist, but I imagine it has to do with the fact that in our system we have an always-active Opposition, the Leader of which, regardless of the Party in power, has equal time BECAUSE THE FUNCTION OF THE OPPOSITION IS TO OPPOSE

So we hear as much from the opposing point of view as we do from the party in power. No matter how rabidly Left Jenny Wong, our very own Climate Czar may be, she cannot open her mouth without her opposition equal stepping up to the microphone with a response.
