I think it takes a ballsy, broad brush to paint people as "envious of his wealth and stardom", when they express legitimate concerns about the possibility of people driving recklessly, under the influence, or engaging in acts of felonious domestic violence. All serious allegations and all crimes that frequently result in death. Just saying.
Tiger has a Constitutional right to not cooperate with authorities. And, the people presiding in the court of public opinion - the court that Tiger has become a billionaire selling products to - have the right to draw whatever conclusion they wish from that lack of cooperation.
