But when normal people do such things they OR THEIR legal rep REPRESENTATIVES DO have to talk to the authorities.

Actually, no..., they do not have to talk to the authorities. They don't even have to testify in court if they are charged with something.

It's something they may choose to do, but they do not have to do it. That's the key. No one is forced to talk to the authorities.

Now, the problem is -- is that most "ordinary people" don't know this... and therein is their downfall...
