Yes, that is the law in FL. If the police suspect that there's a violent altercation between two people in a domestic relationship, they are required by law to make an arrest. The police conduct in this matter has thus far been FAR below standard practices, in my estimation.

I should add that once an arrest has been made, it is virtually impossible - with the way the laws are written today - for the prosecutor NOT to prosecute. And, every state in the union has stripped the spousal privilege from the marital parties in these cases. IOW, unlike other criminal cases, spouses can and will be forced to testify.
Now, some jurisdiction are more adherent to these laws than others. From my experience, FL is on of the more aggressive states with respect to making spouses testify against one another in these cases. Again, FWIW.
