Yes ... The Russians and many former SovBloc eastern European countries also use SKS for ceremonial rifles. They balance well.

US Military also sometimes uses "obsolete" rifles for ceremonial purposes. See, for example, these Soldiers:

I prefer the Springfield 1903A3 over the M1 for drilling: It has a better balance for twirling and throwing.
