This falls into an obsolescent, but once flourishing genre of news story, the “Ain’t those British eccentric” variety. Like the guy who drilled seven holes in his head and lived!! (He killed himself by drilling eight holes in his head.) Google “British Eccentric” to get a taste.

Street name signs are made of material that is retro-reflective; that is, the light from your headlamps is reflected in such a way that you do not see glare at night. Painting over this material would ruin that safety feature. The smallest letter that can be used on a street name sign is three inches in height, and that is used only for abbreviations such as AVE or RD. Any punctuation cannot be seen by the average driver at any reasonable distance and certainly not by an older driver.
This guy should have asked the city's traffic engineering department before assuming he knew what he was doing.
