I know that GWB liked to salute, but, when Reagan started it the White House justified it because Reagan served and GWB used the same precedent.
Presidents who did not serve have no business saluting, but that's my opinion.
There are more people in this White House who know how to attack a military base than honor it.

I think I remember something being drilled into us about ‘without cover’ and ‘out of uniform’ as part of my training. Been a long time ago so I might be remembering incorrectly. President Reagan asked his Commanding General if he could salute and the CG told him he was President and could do whatever he wished, or something along those lines. Thus the Presidential salute was born and has been followed since.
That has actually been changed. I can't give you a source right now, but check with your local VA. But it was changed because of pressure from VA groups who felt that Vets should be able to salute the flag even though they are "out of uniform".

I don't understand your point. That's a given, but the President is a civilian even in his duties as CNC. He is not in the military. Our for fathers set that up to prevent the military from ever having any political control inside our borders. It goes back to pre-Caesar Roman democracy where the military was not allowed to cross the Rubicon and could only come into the city as civilians.
Civilian control of the military is part of our core. The framers spelled it out in Article 1, section 8. Technically the military is controlled by our Civilian Congress but led by our Civilian President so that neither the President nor the Congress can use the military to take control of the Republic.
